Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the study pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, implying the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
